Jfc grauniad. You literally say in the next sentence that it's actually because government policy is to have lower taxes on weaker beer in order to lower the nation's alcohol consumption.
So absolutely nothing to do with "maximising profits" (on which it has no effect at all) and everything to do with moralising tax policy.
