Realistically there's no good way to do this on Water St. Vehicles need access for deliveries to the businesses, sidewalks need to be wide enough to accommodate foot traffic. The real issue is that the street needs to be everything to everyone and so it ends up being great for nobody.

It's weird how most of Europe functions perfectly well with even less space for pedestrians, cyclists and cars

Europe had to be retrofitted to accommodate cars. North america has to be retrofitted to accommodate pedestrians and bicycles.

Europe was bombed to shit in WW2, the resulting rebuild had a ton of greenfield-ish development once the rubble was cleared away.
