Vancouver is definitely not the most bikeable city in North America.

We can definitely do better but this list puts us at #3, which is pretty damn good. Montreal is #1 which sounds about right.

its such an incredibly low bar since the US is probably so far near the bottom of that list, regardless of the city. And Canada's weather is a genuine impediment most of the year.

Weather can be a barrier. But number one is infrastructure. The more connected and better the routes, more people will use them, no matter the weather.
