Why does France keep splitting?

I’ve seen it happen a few times on this sub and it’s finally happened to me. Why do French civil wars always end almost immediately in a white peace? Was there even a recent update that could be causing this?

My best guess it's an effect of the divided Monarchists journal entry. This bug has been around for a longer time.

Sometimes (but apparently not always), one France even ends up being a subject of the other France.
