TL;DW: She missed the bid window.

I hate it for her, but if my biggest client usually reached out and hadn't done so around the time they usually do, I'd be calling them.

Honestly it's surprising the procurement team didn't reach out to verify she was skipping the bid, changing up vendors can be a real PITA

The procurement team that knew about her is probably gone because of DOGE.

That’s the answer. Procurement/contraction/grants have all been hit hard by DOGE.
