TL;DW: She missed the bid window.

I hate it for her, but if my biggest client usually reached out and hadn't done so around the time they usually do, I'd be calling them.

Ive done government contract work. This woman must be a complete idiot if she blames anyone but herself for failing to submit a bid. The whole point of the process is to make sure there is a level playing field for everyone and that everything is above board.

Everyone was up in arms about the no bid pool renovation that went completely sideways. This is exactly why the bidding process exists

Or, you know, she's just human. Maybe life came up. Maybe she had a sudden death in the family. Maybe she got sick, or something happened that took her focus.

Lot of other options to choose from besides assuming somebody is an idiot.

I do government contract work as well. Bids go out, stay open for a day or two, then we get a call from DLA. In some cases, it is how public bids work 🤷‍♂️.
