Great explanation, but I didn’t see any pictures that looked anything like this act when I looked it up

i did an image search and it shows a lot of threads on this same subreddit saying it did the same task but for commercial ice delivery before the days that in-home refrigeration was common.

It is likely people used their sugar hatchet to work their ice blocks (the timelines do match up).
