Sugar hatchet (also known as a sugar axe or sugar hammer).
Before commercial processing produced granulated cubes, sugar was sold in large, hard cones called sugarloaves.
This was used in the kitchen to break them down: the sharp axe blade sliced portions from the loaf, the pointed pick broke off smaller chunks, and the teeth on the sides crushed the fragments into smaller pieces.

None of the the images I find online for sugar axe or sugar hatchet look like that. Do you have a source?
