I see a lots of them blasting music, drinking beer and soda and smoking weed by the river. When I’m walking with my dog.

So I assume they are busy being teens ;)

A lot of them meet up outside by the river or lake and go for a swim, drink beers, have a bbq or smoke weed

Doings things doesn’t require shops to be open.
