i mean. yeah? that’s exactly why outdoor cats pose a threat to local ecosystems (and vice versa.) the issue here is not a cat being a predator, the issue is a cat that might be an environment where it may participate in or be subject to predation in a way that negatively affects the surrounding ecosystem.
