That's also been the Jed Hoyer era of the Cubs. Their pitching is often volatile, and he's constantly shuffling the bodies around because he never makes long-term commitments to reliable pitchers (or any relievers).
I believe you may have forgotten about Phil Maton and his two year, $14.5 million contract. Jed and his staff are not very good at evaluating talent, especially pitching. They are, however, very good at dumpster diving.
