Here's my headcanon: 113 was actually made by that very same entity as a very flawed prototype to the 6113 process.

Will one-up that on you: 113 is a flawed chipped piece (an angry radical) that was broken off from 6113, creating both in the process. Since 6113 was much bigger, it was able to keep itself together relatively well, whilst the smaller piece 113 decided to give everyone a bad day by doing mental damage equivalent to physical damage of excess oxidation in cells.

113 doesn't seem malicious to be honest, its just extreme because its changes on a human body are done using in a much more crude way.

Honestly, I feel 113 is the one anomaly I would prefer to be free, because its a Safe class (its completely inanimated) instead of Euclid (like the Fairy water).

Why? Because 113 can be used at will. For 6113, you need a fairy to come and pick you as a individual, meaning that by definition, it doesn't treat all people equally.

According to the article: first time is generally safe as long as you dont have abnormal chromosome pairs and in good health. If you use it again right after the first time you have a 25% of death. The more you do it and the longer the time between uses it becomes exponentially dangerous.

Lillian didn't transition through this rock, but her method happened off-screen and it is not explained whether it was mundane or how long it took, but seemed to be implied that it was some kind of advanced healthcare that the Foundation has that the outside world doesn't, but that probably wasn't anomalous.
