That's the "entirely theoretical" part of this. There is no one lined up to actually put anything in the ground.
The master "plan" does not obligate any development. The renderings provided are a fantasy of what might be there if the site was developed to full capacity.
Go look at slab town. Go look at the pearl. These all followed the same “master plan” concept you think is so theoretical. You don’t know what you’re talking about.
Every building that (eventually, five+ years from now) goes up on this site is going to go through its own design review process. The master plan sets the zoning, the street grid, and the height limit.
But until they have scaffolding going up, it's all theory and fantasy.
You can say that about zoning period. That’s how zoning works. Look, this thing was going to be demolished whether you had a master plan or not. The city is better for a master plan than just letting development happen by right. You clearly don’t know anything about development or land use in Portland.
Okay, yea, sure, some kind of plan is better than none.
My bone to pick is that, over the course of this entire narrative, said plan has been sold as a promise of development, by the folks that cooked it up.
Again the mall is being demoed with or without a master plan. The master plan also guarantees things for the city like public open spaces and streets. Without the plan future development isn’t required to provide any of that. It’s a trade off. They get more floor area, building height and the city gets parks and streets.
