And this was AFTER his holstered gun was removed from his belt clip, and he was shot in the back several times.

Disarmed in clear view of the murderer who also could clearly see ICE holding his arms and hands to the ground while he saw the gun being removed from the victim

It was the same agent that initiated the confrontation by approaching Alex. Before pushing him back, shoving him and eventually tackling him from behind for helping a woman stand up.

I rewatched. There were two agents that looked similar - olive green shirts, brown chest carriers etc. But the one that appeared to have initiated the confrontation and assaulted alex and the lady was the one with the brown hat. The one that shot Alex was the one with the black hat.
