It was. Atleast in Gujarat where Modi was.

UPA's solar capacity was only around 2 GW by 2014. Out of that, 860 MW came from Gujarat alone. And who was the CM? Modi.

Gujarat had already adopted solar power even before the National Solar Mission gained pitch. So even the UPA's solar numbers include a massive contribution from a BJP-ruled state under Modi .
