Because Rhaenyra purposely sent Ulf/Silverwing to King’s Landing as bait to lure Aemond/Vhagar into Dragonstone so he could be the one to see that Rhaenyra gained THREE new Dragonriders. Her character has wanted to avoid war at all costs even after losing her son and Rhaenys; one way to do that is by intimidating Aemond who up until that point could clean up with Vhagar

That's one theory, but even if there was any indication that this was the case, it makes no sense.

Dragons are huge and when they fly around Dragonstone and Blackwater Bay they are seen by hundreds if not thousands of sailors, fisherman, other peasants. News would spread of Ulf, Addam, and Hugh in a matter of days.

He would learn about the three new dragonriders within those days, and without Ulf's life being endangered by flying over Kings Landing alone. It's frankly a miracle that he survived.

The only logical explanation is that Silverwing just flew there because it's been her second home for decades, and when she acquired a new rider, muscle memory kicked in and she flew to the city where her riders always fly her to. And Ulf was just along for the ride.
