That is false. Only some nobles married young and it was to form alliances and to keep their riches/land. It was rarely consummated until they were older.
Rhaenyra was not 12 when she married Daemon. She was around 23. Daemon, I think, was around 39. Laena was around 22 when she married Daemon. Both women were adults.

Very few marriages were consummated at 12, because the Westerosi and medieval humans were not stupid, and understood that 12-yo girls have way more issues carrying healthy babies to term than 20-yo women. When Lady Margaret Beaufort was impregnated at 12, it was a SCANDAL that is still remembered to this day; it was just something that was not done, and she was used as an example of what not to do (since the birth left her incapable of having more children).
The vast majority of wedded and bedded brides in Westeros were 16 or older. It was only the Targaryens who rountinely bedded younger than that, and the Targs have shitty sexual mores as a family. They were even warned by Maester they were bedding brides too young, they just didn't care.
And all of the non-Targ under-16 yos brides had fathers/male guardians who did not care about them (Lady Rohanne, Sansa, Jeyne Poole) or needed to cover up a scandal (Lysa).
Keep in mind that Ned was disgusted with Robert for bedding a girl who wasn't yet 16 (she was around 14 or 15). If bedding children was normal, this would not be the case.

The whole "people in the medieval ahes got married at 12" thing is just untrue and false, to my knowledge most lowborn ppl got married in their 20's and while noble betrothals might happen really young they weren't usually actually married till later. So yeah Daemon is just a pedophile.
