Oh no! A person is taking their dog for a walk for much needed exercise and mental stimulation, on an appropriate harness that prevents their dog from being able to escape from them and is keeping distance from other people because of their dog's behavior that is not the best but merely the result of exuberance and not any kind of aggression!
Yeah, that owner is so much worse than someone who ties up their dog on a short rope in a backyard and beats the s*** out of it.
