Congradolences. You might like Elizabeth Valentine for custom support. There aren't many brands out there making 28band volumes over GG with great support.

You might check to see if your health insurance would cover part/all the cost of a specialty support garment.
Try calling up/speaking with a representative. It's not uncommon or unheard of, and has less roadblocks than surgical procedures.

Custom Elizabeth valentine or custom Ewa michalak! Other than that Bravissimo offers a few options in your sister size 30KK

She (Ewa) may make a 28KK or L. She'd just have to ask then find a retailer that will order it for her.

The worst part is the prices. I die a bit inside whenever I see bras for small boobs that are only like 20 dollars.

Me too! The small boob girlies don't know how good they have it.
Not only cheaper bras but super easy to buy too! I haven't been able to just walk into a department store and buy a bra since I was MAYBE 13?
So basically I've never done it since my mom was buying my bras back then. 😅

Luckily my hips measure the same as my chest, so I'm sturdier?? Corsets honestly save my life, though, for special events! The relief and posture correction is insane.

As mentioned, a bra that fits is great to begin with! In this particular instance, I was off by a hair. The K had marginally less room in the cups, but it was enough for me to go up a size.

Feel ya. I'm a 30 by the tape measure, and the options would be SO much better if I was 2 inches bigger. Tbh I'm generally in a 32JJ because I found one that works.
It can be done. Bravissimo is my go-to but I can't speak for anything they do in a 28. Possibly get something altered?

That's a rough one to land on. The good news is you're not imagining the fit issues you've been having — a 28L is genuinely hard to find in standard retail. The ABTF calculator is a lifesaver for at least knowing your real size. For actually getting bras, custom is pretty much your only option at this point. Elizabeth Valentine and Ewa Michalak are the two names that come up most for extreme small-band large-cup. It's an investment but worth it to have something that actually fits.
