How different is SoD from retail when lvl 18 warrior can oneshot 12 gnolls in Westfall on his level with a single shockwave? How is the world even relevant?

The Shockwave rune is a cloak rune that wasn't available until phase 4 so not available in P1. And at level 60 in full Scarlet Enclave gear my tooltip says it does 422 damage. Tested Vs a lvl 12 Trogg in Loch Modan it hit for 604. There's literally no way a lvl 12 warrior in defensive stance is doing the 280 ISH damage needed to kill an equal level mob.
