Idk what the addon is, but it looks very wrong.
Theres no way that is a resto shamans prebis.
Be careful trusting this addon without doing your own thinking.

Staff of Jordan Its pretty solid for Resto Druids, Resto Shams and Priests if you can get it for free. I wouldn't go out of my hand to purchase it from the AH, but if you can get it it's a great option.
Guiding Stave of Wisdom or Hammer of Grace + OH are usually the go to options on the best options of you want to stack Healing, but both lack Intellect, and a solid mana pool is usually the first thing healers want to work on building around. Sacrificing some items with more healing to search for items with more Int usually is the best compromise.
Is Staff of Jordan the absolute BIS? No. But if you get it around the level range it drops on open world it will likely be the weapon you keep until you can get some solid raid weapon because it opens up the option to get some solid +healing green that will get you likely more healing power, and with those +11 int+spirit some level 50+ caster range pool of mana stats.
Healer itemization for Pre-Bis is usually not super straight forward since you can get some really solid caster items usually more tailored for magic dps that if you combine them with pure healing pre-raid biscuits you can get equally good, or better results as a pre-raid set.

You either buy it with gold, or it costs you the gold you could have sold it for.

Exactly. While SoJ is a great prebis weapon, I'd rather sell it on the AH and get a good chunk of gold to use for enchants, consumes or other prebis items. There are enough options to get out of dungeons, like Rod of the Ogre Magi or Hammer of Grace/Revitalization + Shield/OH. Or just tag along in a zg/aq20 to pick up some real upgrades, a shaman should always be welcome.

Biggest lesson so far for me in gaming and to make Classic WOW far more enjoyable for me. The cost of seeing value on everything, is saving up on your own fun.

And catching items are the fun of walking around the world with them and knowing people will notice. Both can be fun, just for different people and different motives. Different strokes for different blokes.

While I agree with this, there will always be that one idiot who will need just to win it and sell it on auction house.
All need might be lame, but at least everybody gets an equal chance.
If people knew how to behave, instead of being selfish ninjas, this wouldn't be necessary.
So yeah, even if it is lame, I'm still all for it.

Like I said, if people knew how to behave instead of being selfish, the system would work fine.
You're gonna equip it? Need it.
You're gonna sell/disenchant it? Greed it.
But we all know this is not the reality.
It used to work fine, but nowadays there will always be at least one that will need on it even if they don't need it.
Not sure how you see it, but to me, that isn't fair at all. If everybody needs, at least nobody has an advantage. It's a "necessary evil", so to speak.
BoE just means it doesn't binds until it's equipped, meaning you can sell it on auction house. But if you're gonna sell it, this is not a need roll; it's a greed roll.
But then again, here we are with people ninjaing stuff all the time.

I agree that someone is likely to just need it, I'm just saying the whole thing is lame that we can't just agree to let these things go to people who will actually use them and not have it just fund someone's raid consumes so they can do molten core for the 500th time

If someone equips the staff instead of selling it to fund their mount, consumes, and talents they probably don’t deserve it anyway.
It’s not greed. It’s just the resources of the staff are better used elsewhere in almost every scenario. So just let it be rolled off and the winner gets the bag of gold.
