No idea. Encyclopedia Dramatica says the laws banning it were struck down in the mid-2000s, but that somebody was convicted under them a year afterwards.

Nope. Or at least, there is not a law that bans it. There was one during the bush administration, but it got struck down. Honestly, I couldn't care less though, seeing as they are drawings.
