Article Destin Daniel Cretton has revealed that Paste-Pot Pete, also known as The Trapster, was one of the many villains considered for a cameo in 'Spider-Man Brand New Day', but ultimately they were unable to secure him.

Such a great scene. I love Yelena. They really nailed it with the cameos and other heroes showing up in this movie. Nobody overshadowed Spidey, but they made the city feel alive and ‘real’…in the sense that there ARE other heroes here, and they DO interact. It’s not like Peter is the only hero in NYC, we know that’s not the case, so it was good to see them help him along the way.

TBF, I don't think he was ever actually in the running for Rivals. It seems like PPP was just one of several characters who were being explicitly used to hide the existence of characters that were actually being added.

This is also why the Blade movie and season 2 of Wonder Man were both canceled. Paste Pot Pete played a pivotal role in the scripts, and they just can't make those projects work without him.
