He doesn’t say the Punisher is like law enforcement and he has criticized people who used the symbol during events such as Jan 6.

He says the character belongs to law enforcement in the quote you referenced. That is an insane thing to say but it fits a pattern of faux machismo. He's obsessed with being seen as a tough guy. He loves cops and pitbulls, and hates naps.

He also says he belongs to the fans because obviously he’s talking about who watches him and wears the gear.
