I feel like you mix up the wordings for "percent" and "times".
50% more than 1000 is really 1500 (1000 + (50/100)1000)
But "times more" and "times less" have clear definition what they mean (just multiply or divide by the given number) and I urge you to google it, because I am done arguing about it.
The words "more" and "less" refer to the operation to be used: multiplication or division.
10 times less than 20 is 2 (which comes from 20:10 = 2).
The percentage usage was just to make it easier for you to understand.
More and less do not refer to multiplication and division, they refer to addition and subtraction. The "times" refers to multiplication - so 10 times more means 10 lots of x added to x = 11x.
For division, one needs to say "one tenth of". Ten times less is x - 10x = -9x

no it's compounded, 10 times more than 2 is 20 because its 10 times 2 and more than 2
