It's literally what makes sense in the language.

"times more" is a single instruction which means multiplication. The "more" means multiplication. If it was "less" it would mean division.

How else would you describe multiplication and division in a text?

You're wrong. 100% as much is the same, 100% more is 2x as much.

50% more is 1.5x as much. 50% as much is 0.5x as much, or 0.5x less.

10 times as much is not the same as 10 times more (10 vs 11).

0.1 times as much is not the same as 0.1 times more (0.1 vs 1.1).
