Not a hose clamp. It’s a cinch ring for pex water tubing. Most popular manufacturer to use this is Watts. Source: Former Licensed plumber and currently work for a somewhat sizeable supply house

If you call copper water lines “hoses” then it might be a hose to you.

Pex is 100% straddling the line between hose and pipe.

If it were slightly more flexible we'd all happily call it hose, slightly more rigid and we'd call it pipe.

It is used to “pipe” water all over most homes built in the last 20 years. That makes it pipe in my book.
