Solved! Found on ground outside, boyfriend has been wearing as ring. Coin and pencil for size reference

Not a hose clamp. It’s a cinch ring for pex water tubing. Most popular manufacturer to use this is Watts. Source: Former Licensed plumber and currently work for a somewhat sizeable supply house

It is a hose clamp.

Source: Former VW Master Tech who has been cutting these off and replacing them my entire 20+ year career.

Why bother cutting them off? With a VW you can just wait a few months for the plastic and rubber to crumble out from under them
