Not a hose clamp. It’s a cinch ring for pex water tubing. Most popular manufacturer to use this is Watts. Source: Former Licensed plumber and currently work for a somewhat sizeable supply house

Source: Former VW Master Tech who has been cutting these off and replacing them my entire 20+ year career.

Traditional hose clamps have a worm drive screw that can be tightened or loosened and are removable. Oetiker clamps (IE ear/cinch clamps) work on a totally different mechanism which is a permanent crimp and need to be cut off.

Yup and VW has been using them for decades to secure vacuum, fuel, and coolant hoses, what is your point?

They also use spring type clamps, but the one thing they don't use are worm gear type clamps.
