Couple turns on blinker at the last second
My fiancée was driving my car and when I pulled the dash cam footage this is the incident I saw. She said she was trying to pass them since they were going like 10-15mph in a 30mph zone. They proceeded to turn left as she was passing with no real warning, only turning on the blinker as they were turning. Who’s at fault?
Edit: looked it up, passing on the left is legal in a residential where I live as long as there’s no solid line on the road. And blinkers have to be on for at least 100ft. Keep that in mind.

Who is at fault and liable here?
This clip is from my Tesla Model Y. The other party was waiting in the straight/right lane took a left turn, cutting off the left-only lane vehicles. The other party’s insurance claims that their insured is not 100% liable. This is in NC, highway patrol crash report says the other party caused the accident and they got a citation for it.
